Tenders are hereby invited for provision of water in Rural Areas in
Highlands Municipality.
Tender documents will be available from 16 January 2004 and may be obtained
at the offices of Highlands Municipality, Scheepers Street, Belfast,
Telephone number (013) 253 1121, Fax number (013) 253 1889, at a non-refundable
cost of R150.00 (One Hundred and Fifty Rand). Cheques are to be made
payable to Highlands Municipality.

Manager: Technical Services
Salary: R 268 000.00 p.a. (package – inclusive of all benefits).
Qualifications:
- A B-degree in Civil Engineering or a suitable equivalent.
- At least 3 year's experience in Civil Engineering or a similar
environment.
Competence and skills:
- Project management skills.
- Analytical ability.
- Financial, decision-making, communication and negotiation skills.
- Interpersonal, administration and management skills.
- Knowledge of legislation that governs municipalities.
- Experience in a municipal environment will be an added advantage.
Responsibilities:
- Expected to perform highly responsible, professional and administrative

- Involving the management of admin and maintenance
- Workshop and fleet management.
- Roads and electrical services.
- Prepare and implement strategic plans for water, sanitation and
solid waste, that both inform and are aligned to the Integrated
Development Plan of the municipality.
- Ensure the effective operation, maintenance and timely replacement
and expansion of water and sewage assets.
- He/She will assume responsibility for all the technical needs
of the municipality.
- Formulate long and short-term plans.
- Control and monitor department's budget.
- Make recommendations as required and implement decisions.

Qualifications:
- Must be in possession of an appropriate accounting/financial degree
or equivalent qualifications, with experience at managerial level.

- Experience in the application and design of IT analysis and financial
